Slow highly charged ions are a new probe of electronic subsystem in solids. The high charge Z≫1 and small velocity vvF define a new nonlinear egime where the known theories of energy losses are not applicable. Since for small velocities plasmons cannot be excited, the only mechanism of losses is creation of electron-hole pairs (Landau damping). Due to large Z the linear response theory (RPA) should be replaced by a nonlinear approach. As suggested by Bloch one could use in this case a hydrodynamical theory (HT) based on a quasiclassical Thomas-Fermi (TF) approximation. Yet this theory does not describe single particle exitations and thus does not lead to any losses. We develop a general procedure for incorporation of Landau damping into HT starting from the kinetic equation. The distribution function is separated into a hydrodynamical part and the part that describes the electron-hole pairs. This results in an additional equation for the density of the pairs. As an example, we found an analytical expression for Z≫1 asymptotics of the stopping power IZ2Ln Z
