The perpendicular transport is one of the key to HTS superconductivity depending crucially on the quasi-insulating blocking layer separating the conducting CuO-planes. Various measurements have been carried out to study this transport and the Fermi surface by surface methods, which depend sensitively on cleaving of HTS occuring through the blocking layer and on corrosion or relaxation. Whereas YBCO degrades already by cleaving at 4.2 K in UHV, which turned out as an insulating uppermost half-cell, for BSCCO surface studies do not yet exist yet, despite the large number of STS- and ARPES-measurements. We present ARXPS results on UHV-cleaving and corrosion, showing that in UHV at 300 K a Bi-hydroxide formation occurs instantaneously, whereas superconductivity in the uppermost half-cell stays intact as inferred from chemical shift related to apex-O.Consequences of this results on STS, on perpendicular transport and on pseudo gap are discussed.
