The quantum kinetic equation including interference or localization is used to calculate the conductivity in a quasi-two-dimensional electron system. Recent experiments on metal-insulator transitions (MIT) at lowest temperatures are compared with results from the quantum transport theory. The MIT transition is possible to explain by a Mott-effect accompanied by weak localization.
