In the two-dimensional (2D) multilayer organic metal κ-(BEDT-TTF)2I3 (BEDT-TTF = bis(ethylenedithio)tetrathiafulvalene) strong electron correlations are present at magnetic fields B > 12T and temperatures T < 1K. These correlations manifest themselves as strong anomalous damping effects of magnetoquantum oscillations (QOs) at high magnetic fields, which are controlled by the low Landau level filling factors ν < 3 in a part of the Fermi surface. It is found that the electron correlations capture all electrons of the FS, including even the parts with very high ν. Considering the strong two-dimensionality of the electronic system these effects and further results are discussed in terms of the presence of electron localization in the organic metal κ-(BEDT-TTF)2I3, as given in the integer and fractional quantum Hall effects observed in 2D semiconductors at low ν.
