Loop quantum cosmology currently lacks a physical inner product. Without it, wave functions can not be interpreted in terms of probability and it is not clear which states are physical (those with finite physical norm). We discuss the group averaging/path integral technique applied to loop quantum cosmology as a method of calculating the physical inner product. A simplified model of loop quantum cosmology is presented in which the physical inner product can be calculated explicitly. The implications for standard loop quantum cosmology are discussed.
