Inclusive proton DIS cross-sections have been measured precisely on a large kinematic region by both collider and fixed target experiments. However, a fit of the structure function F2 which is self-consistent with respect to the knowledge of R=σL/σR is not available. A fit is presented which fulfills this requirement based on a phenomenological parameterization first used by ALLM including newer data available. Furthermore, an accurate method to consider normalization uncertainties is applied and detailed information is provided about parameter and fit uncertainties.
