The Treaty on Open Skies opens the full air space of the treaty parties from Vancouver to Wladivostok to cooperative aerial observation flights. It contributes to the monitoring of arms control treaties and to the overall military transparency in Europe and North America. It thus complements the Treaty on Conventional Forces in Europe (CFE) and the Vienna Document on confidence and security building measures (VD. Since entry into force in 2002 aerial cameras with black and white film have been used exclusively. Since June 2010 the use of digital aerial cameras with up to four color channels is permitted, too. The contribution outlines the negotiations, the technical potential and future steps towards implementation. An update on the status of conventional arms control and of the Vienna Document is given, too.
