We use an extended version of the pseudo-SU(3) model in which proton-neutron and spin degrees of freedom are explicitly incorporated to study low-lying magnetic dipole exitations (”Scissors Modes”) in even-even rare-earth nuclei. Based on an interpretation of the Two Rotor Model in terms of the SU(3) scheme the problem of the fragmentation of the M1 transition strength is addressed and calculations for several nuclei are presented. Furthermore, the dependence of the total Scissors Mode strength on the E2 transition strength from 01+ to 21+ is investigated.
