The traditional form of studying on a full time basis at Universities and Institutes is gradient substituted by part-time and distance education. This is, within the framework of the general European Governmental politics to try to promote the idea of a new way of thinking about education. For this reason, at this time, there is a need between institutions to co-operate in common educational programmes, using the modern telecommunication technology according to the targets of the Information Society. The scientific area of Physics, is a good pilot case in order to pursure various remote operational procedures in various theoretical and experimental topics. In this case, the Remote Expert Consultation procedures can be guided through high speed networking (wired and wireless), between the involved National and International Institutions. In this paper, a pilot case is presented for pursuing a distant experiment concerning the basic research and implementation of an optical transceiver suitable for the Universal Mobile Telephone System.
