A plasma under the influence of a strong external electric field is considered. Supposing a local Maxwellian distribution for the electron momenta the weakly ionized plasma is described by hydrodynamic equations for the pair distribution functions. To investigate the strongly ionized plasma the quantum kinetic equation for one-particle distribution functions of charged particles in strong electric fields is derived. The relaxation field is calculated in the both cases and it is found that the applied electric field is screened nonlinearly - the relaxation field lowers with increasing strength of the external field. A critical field strength is presented up to which value a thermalized plasma is possible. The range of applicability of the treatment is discussed with respect to applied field strength and space gradients.
