The general form of the master equation for open quantum systems is used to calculate the density matrix for problems of nuclear physics [1]. Considering a dinuclear system, we show in a classic investigation with zero diffusion in the coordinate that the violation of the uncertainty relation does not occur only at short initial times but also at later times. Therefore, the classic description of non-equilibrium rare quantum processes could be incorrect. We investigate the influence of transport coefficients on the sub-barrier processes for double-well and metastable potentials. The penetrability through energy barriers as well as irradiation spectra are strongly influenced by friction and diffusion coefficients in coordinate.
