It is a common belief that the existence of neutrino oscillations point to physics beyond the standard model (SM). Recent Super-Kamiokande results strongly support the existence of neutrino oscillations. But neutrino oscillations allow to determine the neutrino mass matrix only up to the mass scale and the relative signs of the masses. To restrict the neutrino mass matrix further we consider the vector coupling of Majorana neutrinos. We show that only a selected choice of signs of the neutrino masses is consistent with the experimental value of the vector coupling measured by the CHARM II collaboration. To get a theoretical description for the neutrino mass matrix we consider the Rp / MSSM. In this model the neutrinos acquire masses at the electroweak scale via tree level neutrino-neutralino mixing as well as via 1-loop corrections. It is known that the predictive power of the Rp / MSSM is quite weak. To correlate some of the free parameters we consider a model based on the idea of the horizontal U(1)X flavor symmetry. This symmetry restricts the Rp / MSSM neutrino mass matrix so that the overall neutrino mass scale becomes fixed only by the neutrino oscillation data. Here we allow only for combinations consistent with the CHARM II result. We find a unique solution for the neutrino masses. On this basis we predict the average neutrino mass ⟨ mν⟩.
