The second order velocity structure tensor of strongly turbulent, weakly anisotropic turbulence is decomposed into its SO(3) invariant amplitudes dj(2)(r). A variable scale mean field theory is employed to analytically derive the scaling of the dj(2)(r) from the Navier-Stokes equation. In the isotropic sector j=0 Kolmogorov scaling d0(2) (r) ∝ r2/3 is recovered. The scaling of the higher (even) amplitudes depends on the external forcing which is maintaining the turbulent flow.
