Nuclear Force Reductions, Missile Defense, and Stability — •David Mosher — RAND Corp., Arlington VA, USA

Recent moves by the United States to make unilateral reductions in nuclear forces and simultaneously abandon the ABM Treaty and develop national missile defenses have raised central questions about nuclear stability with Russia. This talk will examine whether small nuclear arsenals can coexist with missile defenses without affecting stability, as the Bush Administration contends in its "New Strategic Framework." It will also examine the possible effects of U.S. actions on China’s nuclear choices.
