Judgement of the Quality and Performance of a Teacher and by Student — •Victor Wei-Keh Wu — Victor Basic Research Laboratory e.V., Gadderbaumerstr. 22, D-33602 Bielefeld, Germany

Since ca. 10 years, the quality and performance of a teacher in an university must be judged after SCI, SSCI, IEEE scores, and by students. As soon as such judgement cannot be satisfactorily, application of financial aid for new research project, and for switch into another univ. or research institute cannot be successful. Such score system may not be suitable in Taiwan, and at least should not be taken over completely and equivalently applied for natural, engineering and social scientists. Nearly, evey teacher is score-thirsty, whatever causes before result of ones own research topic can be fundamentally understood, it must be published. Often, there are many coauthors in one paper, and most of them dont have any contribution at all, just because of friendship, or somebody is in charge of taking care of the used mashine(s), or made the successful application of financial aid to have bought it, even long years before, etc. Judgement of students to the scientific potential and teaching ability of teacher or prof. is often contradictory to the reality. In general, they always like easy teacher, who doesnt give exams, gives always very good scores (over 80, 90, even 100%), surely doesnt like strict one, who gives often exams and homeworks, lets many failed and gives at most 60%. Under such unfair pressure, most teachers have given up their virtue of teaching competent and useful young generation. ∗Wu is also an Assistant Professor of Dept. of Electronic Engineering, Lan-Yang Inst. of Technology, 261-02 Tou-Cheng City, I-Lan, Taiwan.
