During the last decades, Quantum Chromodynamics (QCD) has been successful in explaining the data collected by high energy experiments, including fixed target experiments at CERN and Fermilab as well as collider experiments at SLAC, LEP, TEVATRON and HERA. QCD intrinsically demands a transition of physical interpretation around a momentum transfer (Q2) of 1 GeV2 where perturbative calculations break down. The proton structure in this transition region could be studied at possible future ep colliders like HERA-III and eRHIC with dedicated detectors. Using a silicon tracker together with calorimeters, the structure functions F2 and FL in the interesting region of Q2 and low Bjorken-x could be measured to a few %. F2 with x above 0.5 could also be precisely measured. The limitations due to the lepton beam energy of 10 GeV and the proton beam energy of up to 300 GeV at eRHIC are also discussed.
