Wide Area Change Detection for Nuclear Verification — •Mort Canty — Programmgruppe STE, Forschungszentrum Juelich, 52425 Juelich

The applicability to nuclear verification of statistical change detection methods using medium resolution, commercial, multispectral satellite imagery is investigated. Imagery from the LANDSAT TM, SPOT, IRS and ASTER platforms form the basis of the investigation, the typical area covered in a single change analysis being about 1000 square km. Progress in the implementation of automatic and user-friendly methods for image fusion, orthorectification, radiometric correction, registration and determination of decision thresholds is discussed. Case studies relating to international treaties on nuclear disarmament and non-proliferation are described. It is concluded that wide area change detection is most applicable in arid or semi-arid regions, in particular those associated with underground nuclear test sites.
