Arms-Control Options for Armed Uninhabited Systems — •Jürgen Altmann — Experimentelle Physik III, TU Dortmund, 44221 Dortmund

After a few decades of military use of uninhabited air vehicles (UAVs) for reconnaissance and surveillance, there is an increasing trend to equip them with weapons. Also for water and ground vehicles weaponisation is envisaged. The USA and the UK are using armed UAVs routinely in Afghanistan, Pakistan and Iraq for attacks against insurgents or putative terrorists, often killing civilians at the same time. Prototype uninhabited combat air vehicles are also being built in France, Germany and Russia. In the US strong efforts are underway for an integrated approach for air, ground and water vehicles, with a roadmap extending to 2034. Increasing use of uninhabited weapon carriers raises concerns about international stability; remote-control and in particular autonomous killing affects the international law of warfare; security within societies could be endangered by terrorist uses. Options for general as well as differentiated measures of preventive arms control will be discussed, together with requirements on verification.
