It is well known that radially propagating turbulent structures contribute significantly to the fluctuation induced particle and energy loss across the confining magnetic field of fusion devices. While in the last decade the propagation properties of these structures have been intensively investigated in experiment and simulation, their formation process in the plasma edge region is not well understood due to limitations of the available diagnostics. Numerical simulations suggest that zonal flows play an important role in the formation process of the turbulent structures [1]. Here, if the shear damping rate of zonal flows is small, isolated structures can develop from positive wave crests of interchange filaments. In the other case of high shear damping rates radial streamers are observed.

In this paper the relation between zonal potential perturbations and the formation of isolated turbulent structures is analyzed using experimental data obtained in the linearly magnetized laboratory device VINETA and compared to three-dimensional numerical simulations (CYTO). Simultaneous measurements of local density fluctuation events and azimuthally averaged potential fluctuations are presented.
