Most of Europe has enjoyed a long period of peace. The wars in former Yugoslavia and Georgia have demonstrated, however, the fragility of peace in instable regions of Europe. In addition military technology is evolving. This underlines the necessity to reinvigorate conventional arms control in Europe. Present concepts aim at enhancing the transparency of military capabilities in combination with some regional limitations.

Cooperative observation flights under the Treaty on Open Skies have supported the transparency of military sites and infrastucture "between Vancouver and Wladivostok". This talk will outline concepts of future conventional arms control schemes as well as the technical modernisation of cameras and aircraft for Open Skies flights.
