Quantum sciences enable completely new applications with potential consequences in many societal areas, but also in geopolitics and defense. Future risks are foreseeable in fields such as quantum communication, cryptography, quantum sensors and quantum navigation. Even if many developments are not yet predictable, their social and security policy risks should be discussed in advance. In this talk some potential destabilizing developments and programmes will be identified and mechanisms for risk reduction examined. Experience from the areas of risk technologies, arms export control or preventive arms control should be applied to future destabilising applications.
