We study the ground state properties of 1-D fermions with repulsive contact interaction confined in harmonic traps and with an underlying lattice. Due to the harmonic trap metallic and Mott-insulating phases coexist for a wide range of parameters. The phases are characterized by a local order-parameter that shows quantum - critical behavior on entering the Mott-insulating phase. The phase diagram for these systems is analyzed.
